If you have no property or kids with your wife and she is in Turkey and you both want a divorce but husband is in California what does he need to do to divorce her?

Please help me find the way to divorce somone who is in Turkey and the husband is in California. They both want the divorce. She isn't a turkey resident.  She was born in bulgaria
